Da Nang cooperates with Quang Nam to resolve sand scarcity

Vice Chairman of the Da Nang People’s Committee Le Quang Nam, on Tuesday, signed and sent an official dispatch to the People’s Committee of Quang Nam Province to resolve the scarcity and stabilise sand prices in the market.

According to feedback from investors involved in construction projects and households building individual homes, the current supply of construction sand in Da Nang is extremely limited, leading to a significant increase in sand prices. This surge in costs is greatly affecting the execution of both public and private investment projects, as well as individual home construction in the area. Furthermore, the rising sand prices are impacting the costs of products made from this material, such as commercial concrete.

In recent years, most construction projects in Da Nang have sourced their sand from neighbouring areas, primarily from mines in Quang Nam Province. The pricing in public investment projects largely relies on the price list issued by the Department of Construction of Quang Nam Province, which is based on the price for the mine located in Dai Loc District.

As of Notice No. 82/TB-SXD dated April 15, 2025, the Department of Construction of Quang Nam Province announced the construction material prices for March 2025 and updated prices for the first quarter of 2025.

Additionally, Notice No. 123/TB-SXD, dated May 9, 2025, provided further updates on construction material prices in Quang Nam Province. Currently, the price for sand at the Dai An and Dai Loc gathering sites, when scooped up by trucks, is VND 190,000/m³. This is the lowest price available and the location is the closest to Da Nang.

Through market price surveys and reported data from public investment project investors in Da Nang City, such as the Da Nang Traffic and Agricultural Construction Investment Project Management Board and the Son Tra District Project Management and Site Clearance Board, it has been found that the reported market prices for construction sand and plastering sand range from VND 650,000 to VND 800,000 per cubic meter. Although the market prices are high, there is a lack of supply, and these prices do not come with official invoices. To address the scarcity and stabilize sand prices in the market, the People’s Committee of Da Nang requests the People’s Committee of Quang Nam Province to consider some solutions.

In particular, regarding sand prices, the People’s Committee of Quang Nam Province is asked to direct the Department of Construction to inspect and update price adjustments. This will ensure that the announced prices for construction materials are aligned with current market prices, in accordance with Circular No. 01/2025/TT-BXD, dated January 22, 2025, issued by the Minister of Construction. If the announced prices are already consistent with market rates, and no adjustments are necessary, a written response is requested to be sent to the Department of Construction of Da Nang. This response will help address inquiries from various organizations and individuals.

To tackle the material scarcity, the People’s Committee of Da Nang requests that the People’s Committee of Quang Nam Province assign the appropriate authority to collaborate with the mine management unit. This collaboration should involve inspecting the current mining practices and stabilizing material prices.
