In a strategic push to attract high-quality investment and expand industrial capacity, the central Vietnamese city of Da Nang is accelerating the development of new industrial zones (IZs) and clusters.
With strong commitment from the city authorities, local agencies are actively working to remove bottlenecks and fast-track infrastructure construction to meet the growing demand for production space and investor interest.
According to the Da Nang Hi-Tech Park and Industrial Zones Authority (DHPIZA), in addition to the six currently operational industrial zones, Hoa Khanh, Hoa Cam, expanded Hoa Khanh, Lien Chieu, Da Nang and Da Nang Fisheries Service, the city has approved the development of three major new zones: Hoa Cam Phase 2, Hoa Nhon, and Hoa Ninh. The city plans to put the three new industrial zones into operation, covering a total area of approximately 880 hectares, to accommodate investors during the 2020 – 2030 period.

Developing Hoa Ninh into model industrial zone
The Hoa Ninh Industrial Park is envisioned as a model eco-industrial park, integrating smart manufacturing, green energy, logistics, and innovation, setting a new benchmark for industrial development in the region.
According to Ta Quoc Bao, the Deputy CEO of Thanh Binh Phu My Corporation, the lead investor in Hoa Ninh, the park draws on the successful experience of the Phu My 3 Specialized Industrial Park in Ba Ria–Vung Tau, which has attracted nearly US$5 billion in investment.
Strategically located adjacent to Da Nang’s Hi-Tech Park and centralized IT Park, Hoa Ninh also benefits from its proximity to the under-construction Lien Chieu deep-water port, Da Nang International Airport, and major industrial corridors. “This network of connectivity allows us to streamline production logistics, reduce costs, and attract foreign direct investment in high-value sectors,” Bao noted.
Mr. Tran Van Ty, Deputy Head of the DHPIZA, stated that the agency is currently updating the master plans for both Hoa Khanh and Hoa Cam industrial zones. As part of this effort, procedures are being finalized to register an additional 13.1 hectares for the expansion of Hoa Cam Industrial Park. Once approved, this will allow the Hoa Cam Industrial Zone Investment JSC to move forward with necessary steps related to planning, construction, and land use.
In the Hoa Khanh Industrial Zone, a smart monitoring system is being deployed to enhance operational oversight and better align with current management needs. The city aims to complete the selection of an infrastructure investor for the Hoa Cam Industrial Park Phase 2 by September 30.
At the same time, the DHPIZA is actively reviewing ongoing projects. Those that are behind schedule or show no signs of implementation will be revoked, and the land will be reallocated to more capable investors, ensuring efficient use of industrial space and maintaining investor confidence.
In parallel with new developments, the city’s relevant agencies are updating master plans for existing zones and tightening oversight of underperforming projects. According to Tran Van Ty, Deputy Head of DHPIZA, planning adjustments are underway for the Hoa Khanh and Hoa Cam industrial zones, including the registration of an additional 13.1 hectares in Hoa Cam to accommodate expansion.
A smart monitoring system is also being deployed in the Hoa Khanh Industrial Park to enhance management and sustainability practices. The city targets completing investor selection for the Hoa Cam Industrial Park’s Phase 2 by September 30.
Authorities have also stepped up inspections of delayed or stalled projects. Those that fail to meet progress milestones or demonstrate implementation capacity risk having their licenses revoked, with land to be reallocated to more capable investor, ensuring land efficiency and boosting Da Nang’s competitiveness as an industrial hub.

Accelerating the development and operation of industrial clusters
The Da Nang People’s Committee has recently issued Decision No. 1611/QD-UBND on the establishment of the Hoa Nhon Industrial Cluster. Located in Hoa Nhon Commune, Hoa Vang District, the cluster will cover 24.75 hectares of land designated in the approved industrial planning. The project is set to be implemented over 36 months, with an operational term of 50 years from the date of land allocation.
The Saigon – Da Nang Investment JSC has been assigned as the technical infrastructure developer, with a total investment of nearly VND 285 billion (approx. US$ 11.2 million), including over VND137 billion in equity and the remainder from loans and other mobilized capital.

Established in late 2024, the Hoa Lien Industrial Cluster covers 58.53 hectares, utilizing the existing infrastructure of the supporting zone for the Da Nang Hi-Tech Park. The project is funded by over VND235 billion from the city’s budget.
According to Ms. Le Thi Kim Phuong, the Director of the Department of Industry and Trade, Hoa Lien will attract investment in automotive assembly, precision engineering, supporting industries, clean and environmentally – friendly production, and logistics services.
Regarding other industrial clusters, the department has submitted a proposal on wastewater and drainage service fees for the Cam Le Industrial Cluster and is reviewing plans to expand Hoa Khanh Nam Industrial Cluster.
