In the first four months of 2025, Da Nang’s economy continued to show strong growth across key sectors such as services, tourism, industry and exports. Notably, public investment disbursement has seen a marked improvement, driven by the accelerated commencement and construction of several major projects and infrastructure works across the city.

The boost in public investment not only contributes to overall demand but also generates positive spillover effects for production and service sectors, supporting the city’s post-pandemic recovery amid global uncertainties. A range of transportation and urban infrastructure projects are being fast-tracked, enhancing connectivity and improving the investment environment.
According to the Da Nang Statistics Office, the city has proactively detailed and allocated its 2025 public investment plan since the beginning of the year. At the same time, local authorities have mobilised resources and implemented comprehensive solutions to accelerate disbursement progress, speed up project implementation and take advantage of favourable weather conditions to ensure timely completion. In particular, district-level People’s Committees have stepped up efforts in site clearance, expediting compensation processes and working closely with residents to facilitate early land handovers, thereby shortening project timelines.
In April 2025 alone, the value of public investment capital from locally managed state budgets was estimated at VND582 billion, up 10.1% from the previous month and 13.7% year-on-year, equivalent to 6.8% of the total annual plan. Of this, city-level capital reached approximately VND572 billion, up 10% month-on-month and 14.4% over the same period in 2024. District-level capital was around VND11 billion, a 19.5% increase from the previous month, equivalent to 83.9% of the same period last year.
Cumulatively, in the first four months of 2025, public investment from local state budgets was estimated at VND 2,103 billion, fulfilling 24.4% of the annual target and marking a 28.4% increase compared to the same period in 2024. In terms of capital structure, city-balanced funds amounted to approximately VND 1,517 billion, while centrally allocated funds for targeted programmes reached VND 441 billion.
To maintain this momentum, the city’s leaders have urged relevant agencies to speed up investment preparation procedures, finalize approval, and commence new projects within 2025. Notable new projects that broke ground in April include the renovation of drainage systems and undergrounding of utilities along four major downtown streets: Phan Chau Trinh, Le Loi, Hoang Dieu and Ong Ich Khiem; the upgrade of the March 29th Park; reconstruction of Hoa My Kindergarten’s main classroom block (Campus 1); and road improvements in Thanh Khe and Lien Chieu districts.
These projects are currently under active construction. The drainage and utility undergrounding project covers a total length of 6.94 km across four roads, with an investment of nearly VND282 billion and a surface area of 143,130 m². The project includes the underground installation of electrical, water, and telecom systems, and officially began construction in April 2025.
The March 29th Park renovation project, with a total investment of nearly VND673 billion, is scheduled for completion by September 30, 2026. Another major initiative is the main drainage channel from the Da Nang Hi-tech Park to the Hoa Lien flood channel, with a total capital of VND817 billion. The project features southern and northern canals totaling over 2.2 km in length, two regulation ponds and related infrastructure including roads, lighting, power systems and canal restoration. The estimated work volume for April was VND37 billion.
Meanwhile, the Hoa Xuan wastewater collection system project in Cam Le District carries a total investment of VND420 billion, with the construction package alone valued at VND358 billion.
In 2025, the Da Nang People’s Committee has allocated VND110 billion to expedite construction payments and accelerate progress on ongoing infrastructure projects. Additionally, VND12 billion has been earmarked to complete the wastewater pipeline project along the extended Tran Hung Dao Street (Chuong Duong Street), connecting the Tien Son Bridge to the Ngu Hanh Son Wastewater Treatment Station within the year.
Among the city’s key public health projects, the second phase of the Lien Chieu District Medical Centre is currently underway, with a total investment of VND455 billion. The first phase of renovation has been completed, and the second phase, involving a 400-bed facility, is actively under construction. In 2025, the project received a budget allocation of VND210 billion from provincial funds. As of now, the cumulative construction volume has reached approximately VND185 billion, equivalent to 40.7% of the total investment.
According to the Da Nang Statistics Office, the city’s push to commence and expedite key public projects has significantly contributed to the overall increase in public investment disbursement. In recent months, Da Nang has completed and inaugurated several major works, including the Quang Da Bridge and its approach roads, the Thang Long Street riverside sidewalk landscaping project, and social housing apartments for families with meritorious service on Vu Mong Nguyen Street.
In parallel with its public investment drive, Da Nang also recorded a strong inflow of private capital. In the first four months of 2025, the city attracted a total of VND 9.578 trillion in investment from projects located outside industrial zones. This included eight new projects with a combined investment capital of VND6.741 trillion and three existing projects with capital increases totaling VND2.837 trillion. In April alone (from March 25 to April 25, 2025), the city granted investment certificates to three new projects outside industrial zones, with total registered capital amounting to VND1.973 trillion.
